Tier One: All Students receive high-quality curriculum and instruction.
At Tier One, ALL students receive high-quality curriculum and instruction. Teachers have been highly
trained in this core instruction and are using research-based materials and strategies. Additionally, this core
curriculum is implemented with fidelity. Fidelity, or the adherence to the time and manner in which the
curriculum was intended to be implemented, is essential to support the RtI framework. If core instruction
is not being implemented with fidelity and students are not performing at expected levels, it may be
difficult to determine whether a student’s performance is based on an underlying disability or a lack of
quality of instruction.
Within Tier One, students receive differentiation, scaffolding and a variety of skills and strategies in order
to maximize their learning opportunities. Throughout the core curriculum, all students are assessed through
formative and summative assessments. If concerns arise with a student in their Tier One instruction,
teachers can progress monitor students to verify a student's progress. Teachers should document strategies
and/or interventions put in place to ensure a student's success.
Tier One for English Language Learners (ELLs)
English Language Learners face unique challenges in their learning. These challenges require educators to
develop a deeper understanding of language acquisition and how it applies to academic learning in our
classrooms. As ELL students build their language proficiency, they need a great deal of exposure to
